The RED III Directive is a key European framework for renewable energy sources, including bioenergy. Once transposed, the directive will impose a number of new obligations on the bioenergy sector, such as biogas/biomethane plants, biomass heating plants, and their supply chains, including compliance with sustainability criteria and greenhouse gas emission savings.

The new RED III Directive introduces a number of other changes, such as a reduction in the sustainability criteria threshold for solid biomass from the original 20 MW to 7.5 MW (primary energy input) and other changes in the area of forest biomass, such as extending the scope of risk analysis for forest biomass and removing certain categories of biomass from supported sources (roots and stumps, industrial roundwood, cascade use rules). Other changes relate to stricter greenhouse gas emission savings, which will apply across the entire sector at a rate of 80%. This may pose a significant problem, particularly in the biogas sector, where energy crops are used to a large extent.

Compliance with this legislation is ensured by voluntary systems such as the German SURE standard. Certification is carried out once a year by a selected certification company and ends with the issuance of a time-limited certificate.

In the Czech Republic, the directive has already been almost fully transposed into the Act on Supported Energy Sources (reduction of the sustainability criteria threshold from 20 to 7.5 MW, including new limits for greenhouse gas emission savings). However, in the context of the Czech Republic, these new rules will not be implemented immediately, but for most installations, they will only be enforced from 2031 due to a transitional provision.

Vojtěch Pospíšil (*1998) – has been working as a project manager and head of the solid biomass section at the Czech Biomass Association since graduating from the master’s program in waste technology at the Czech University of Life Sciences in Prague.

He is also a member of the Bioenergy Europe board and is involved in the implementation of European legislation in the field of bioenergy and in raising awareness of the sector at CZ Biom.

The CZ Biom Association supports the development of the use of biomass, biogas, and biomethane as renewable sources of bioenergy in the Czech Republic. It advocates for conditions that enable the sustainable development of biomass, biogas, and biomethane so that these sectors contribute to reducing CO₂ emissions and to the protection of nature and soil. The association also focuses on the utilization of biowaste and composting.

It brings together a significant number of specialists, entrepreneurs, and other entities active in the field of biomass utilization. Together with scientists and experts from research institutes, universities, and companies, it prepares expert studies, assessments, strategies, and analyses.

Bioenergie, RED III, kritéria udržitelnosti, úspory emisí skleníkových plynů, SURE.

Směrnice RED III představuje stěžejní evropský rámec pro obnovitelné zdroje, bioenergii nevyjímaje. Na sektor bioenergie jako jsou bioplynové/biometanové stanice, teplárny na biomasu a jejich dodavatelské řetězce se vztahuje po transpozici této směrnice řada nových povinností, jako je plnění kritérií udržitelnosti a úspory emisí skleníkových plynů.

Pod novou směrnicí RED III přichází další řada změn jako je snížení hranice plnění kritérií udržitelnosti pro pevnou biomasu z původních 20 MW na 7,5 MW (primárního příkonu) a další změny v oblasti lesní biomasy jako je rozšíření rozsahu rizikové analýzy pro lesní biomasu, vyjmutí určitých kategorií biomasy z podporovaných zdrojů (kořeny a pařezy, průmyslová kulatiny, pravidla kaskádového využití). Další změny se týkají zpřísnění úspor emisí skleníkových plynů, které budou platit plošně pro celý sektor ve výši 80 %. To může představovat významný problém zejména u sektoru bioplynu, kde se ve větším podílu využívají energetické plodiny.

Soulad s touto legislativou zaručují tzv. dobrovolné systémy, jako je například německý standard SURE. Certifikace se provádí jednou ročně zvolenou certifikační firmou a skončí vydáním časově omezeného certifikátu.

V České republice již máme směrnici téměř plně transponovanou do zákona o podporovaných zdrojích energie (snížení hranice plnění kritérií udržitelnosti z 20 na 7,5 MW, včetně nových limitů pro úspory emisí skleníkových plynů). Nicméně v kontextu ČR nedojde k okamžitému plnění těchto nových pravidel, ale pro většiny zařízení se tato nová pravidla budou vymáhat až od roku 2031 kvůli přechodnému ustanovení.

Vojtěch Pospíšil (*1998) – Od absolvování magisterského programu technologie odpadů na České zemědělské univerzitě v Praze působí jako projektový manažer a vedoucí sekce pevné biomasy v Českém sdružení pro biomasu.

Dále je členem předsednictva Bioenergy Europe a v CZ Biom se spolupodílí také na implementaci Evropské legislativy v oblasti bioenergie a osvětě sektoru.

Sdružení CZ Biom podporuje rozvoj využití biomasy, bioplynu a biometanu jako obnovitelných zdrojů bioenergie v České republice, prosazuje takové podmínky pro udržitelný rozvoj biomasy, bioplynu a biometanu, aby tyto obory přispívaly ke snižování emisí CO2 a k ochraně přírody a půdy. Zabývá se také využíváním bioodpadů nebo kompostováním.

Sdružuje značný počet specialistů, podnikatelů a dalších subjektů činných v oblasti využití biomasy. Spolu s vědci a experty z výzkumných ústavů, univerzit a firem připravuje odborné studie, posudky, strategie a analýzy.
