PRESENTATION
ČAObH: Achievability of the European Union’s Goals and the Economic Context of the Waste-to-Energy Concept.

ANNOTATION
ČAObH (Czech Association of Circular Economy) is a voluntary, apolitical and self-governing organization.
From the collection of waste, its sorting, use for mechanical recycling – if this is not possible for energy use suitable waste for that – to modern methods such as chemical recycling – pyrolisis.
This is not a dispute or competition between “recyclers and incinerators”, as we are being led to believe: it is necessary to repeat the following parameters:
Due to the increasing requirements for recyclates, ever-increasing recycling targets and the increasing demand for high quality recyclates (due to the introduction of mandatory targets in the area of recycled content), these trends lead to an increase in the volume of residual waste.
Of the various waste streams, the amount of non-recyclable waste originating from sorting, pre-treatment and recycling represents 20-25% of the total weight.
At the same time, heat and electricity production is increasing and efficiency is increasing, so it is possible to handle both the requirements of decarbonization and better resource management, including an acceptable price for end consumers.
But a referendum that allows these Waste to Energy projects to be “nippled” in the bud from a populist pseudo-green position is a significant Game Changer (not only in Czech Republic…).
That is why the ČAObH has taken on the role of coordinator, promoting the reasonable implementation of the Waste to Energy concept.
To change the attitudes of the population, not only in the Czech Republic, it is important to know the motives for decision-making, which is why sociology plays a major role in efforts to explain to the general public what the circular economy is all about.
LECTURER'S PROFILE
RNDr. Miloš Kužvart,
geologist, graduated from Charles University, Faculty of Science, Prague, 1986, where he earned the RNDr. Degree in 1987. Between 1986 and 1990 he was an employee of the Czech Geological Survey.
In February of 1990 he started at the Ministry of the Environment as an officer, and later (from 1992) he led the Department of Analyses and Concepts. During 1993 and 1994 he led as a Director „PR and Education Department“ of the Ministry of Environment.
Miloš Kužvart was appointd as a Director of the Programme Management Unit of PHARE Program in 1994 (Non-profit sector in CZ).
During 1995 – 1998 he worked as an auditor of QMS and EMS systems in Czech subsidiary of German Company RWTUV.
From 1998 to 2002 he served as the Environment minister in Czech Government.
In 2002 he was elected MP.
Between 2006 and 2012 he led the subsidiary of German Certification company in Czech Republic.
Starting January 2017 he worked as a Project Manager Secondary Energy Sources, SGS Czech Republic, ltd., with the responsibility in the use of solid fuels in Czech Republic and abroad.
On July, 2018, he was appointed as an Executive Director of the Czech Association of Circular Economy.
Occasionally he worked for UNDP as a lecturer (e.g. Biomass utilization in Moldova – heat and electricity – UNDP workshops, November 2017, April 2018).
