The producer responsibility organisation (PRO) is the hub that collects and combines data on waste from industrial entities \u2013 producers and entities handling waste, such as collection companies, recyclers, municipalities, transporters or traders with secondary raw materials. Producers provide PRO quarterly with data on the quantities of specified products placed on the market, on the basis of which PRO monitors trends in production and the amount of waste that subsequently ends up in the processing industry and municipalities. Collection companies keep records of the amount of waste and its composition collected in individual municipalities, while PRO evaluates the effectiveness of introduced changes and the impact of educational activities on separate waste collection.<\/span><\/p>\n

On the basis of this information, PRO adjusts the infrastructure in the municipalities in such a way that it is comfortable and efficient for the residents. Thus, PRO monitors not only the amount of collected and sorted waste within the contracted municipalities, but also the quantity of impurities in the separate waste collection; how much waste is sent for recycling, and how much waste is recovered for energy. Only a system working with high-quality and accurate data can evaluate trends in both the long-term and short-term horizons and respond in a timely and adequate manner based on a suitable data structure in sufficient granularity. For example, also to the development of the market of secondary raw materials.<\/span><\/p>\n

A system of measurable indicators can be obtained by continuous mapping of data and their thorough analysis, thus evaluating e.g., the impact of introduced legislative changes or fluctuations in consumer behaviour. In the case of changes that have a direct impact on the infrastructure \u2013 for example, the change in the coefficient for paper in 2022 \u2013 it is possible to accurately assess whether this brought the desired effect and resulted in an increase in sorted quantities, or on the contrary, it was only a higher cost for producers without the change brought the desired result.<\/span><\/p>\n

Entities operating in Slovak waste management eagerly await a functional and modern national system that will not only collect data from entities operating in waste management, but also apply system controls to the collected data and, in an appropriate data structure, comprehensible data necessary for waste management. Graduated in environmental engineering at the Faculty of Materials Technology, STU. He has been working for ENVI – PAK since 2009 and is responsible for cooperation with municipalities, collection companies, recovery\/recycling facilities and trade with secondary raw materials. <\/span><\/p>\n

Since then, ENVI \u2013 PAK provides separate waste collection and recovery and recycling. On the 20th April 2016 the Ministry of the Environment of the Slovak Republic granted ENVI \u2013 PAK an authorization for the activity of producer responsibility organization for packaging and with effect from 1st July 2016, ENVI \u2013 PAK became the producer responsibility organization (PRO). ENVI \u2013 PAK is the longest-running producer responsibility organization (originally authorized organization) in Slovakia. Therefore, it has the most practical experience, and know-how also draws on manufacturers who have many years of international experience with the management of extended producer responsibility systems. These include Coca Cola, Nestl\u00e9, Henkel, Tetra Pak, P & G, Mattoni, Unilever and Mondelez.<\/span><\/p>\n

ENVI \u2013 PAK provides collection, recovery and recycling of waste from packaging and non-packaging products, it finances separate waste collection in municipalities in the Slovak Republic under the Waste Act.<\/span><\/p>\n

PRO ENVI \u2013 PAK operates on the principle of cooperation of all actors involved in the waste stream \u2013 from producers placing packaging and non-packaging products on the market or into circulation, through the municipalities responsible for providing separate waste collection on their territory, the collecting companies that provide collection and secondary sorting of waste, to waste recyclers who produce their products from secondary raw materials.<\/span><\/p>\n

ENVI \u2013 PAK has become a member of the International Association of Producer Responsibility Organizations PRO Europe since 2003, through which it acquires and implements international know-how in Slovakia. Organizations associated with PRO Europe have been using waste collection, recovery and recycling systems for years. That is why for ENVI \u2013 PAK they are the source of recommendations that can be used in Slovakia with the fact that they have already been verified and work well with a long tradition in well-developed European countries.<\/span><\/p>\n

Organiz\u00e1cia zodpovednosti v\u00fdrobcov (OZV) je uzlom, ktor\u00fd zbiera a sp\u00e1ja \u00fadaje o odpadoch od priemyseln\u00fdch subjektov \u2013 v\u00fdrobcov a subjektov nakladaj\u00facich s odpadom, ako s\u00fa zberov\u00e9 spolo\u010dnosti, recykl\u00e1tori, obce a mest\u00e1, prepravcovia \u010di obchodn\u00edci s druhotnou surovinou. V\u00fdrobcovia kvart\u00e1lne poskytuj\u00fa OZV \u00fadaje o\u00a0 mno\u017estv\u00e1ch vyhraden\u00fdch v\u00fdrobkov uveden\u00fdch na trh, na z\u00e1klade ktor\u00fdch OZV sleduje trendy vo v\u00fdrobe aj v mno\u017estve odpadov, ktor\u00e9 n\u00e1sledne skon\u010dia v spracovate\u013eskom priemysle a samospr\u00e1vach. Zberov\u00e9 spolo\u010dnosti ved\u00fa evidenciu o mno\u017estve a zlo\u017een\u00ed odpadov vyzbieran\u00fdch\u00a0 v konkr\u00e9tnych obciach, pri\u010dom OZV vyhodnocuje efekt\u00edvnos\u0165 zaveden\u00fdch zmien a vplyv vzdel\u00e1vac\u00edch aktiv\u00edt na trieden\u00fd zber.<\/span><\/p>\n

Na z\u00e1klade t\u00fdchto inform\u00e1ci\u00ed OZV dimenzuje v obciach infra\u0161trukt\u00faru tak, aby bola pre obyvate\u013eov pohodln\u00e1 a z\u00e1rove\u0148\u00a0 efekt\u00edvna. OZV tak sleduje nielen mno\u017estvo vyzbieran\u00e9ho a dotrieden\u00e9ho odpadu v r\u00e1mci zazmluvnen\u00fdch obc\u00ed, ale aj ko\u013eko sa v triedenom zbere nach\u00e1dza ne\u010dist\u00f4t, ak\u00e9 mno\u017estvo odpadu putuje na recykl\u00e1ciu, pr\u00edpadne aj ko\u013eko odpadu je energeticky zhodnoten\u00e9ho. Len syst\u00e9m pracuj\u00faci s kvalitn\u00fdmi a presn\u00fdmi \u00fadajmi dok\u00e1\u017ee vyhodnocova\u0165 trendy v r\u00e1mci dlhodob\u00e9ho aj kr\u00e1tkodob\u00e9ho horizontu a na z\u00e1klade vhodnej \u0161trukt\u00fary \u00fadajov v dostato\u010dnej granularite v\u010das a adekv\u00e1tne reagova\u0165. Napr\u00edklad aj na v\u00fdvoj na trhu druhotn\u00fdch surov\u00edn.<\/span><\/p>\n

Syst\u00e9m merate\u013en\u00fdch ukazovate\u013eov je mo\u017en\u00e9 z\u00edska\u0165 kontinu\u00e1lnym mapovan\u00edm d\u00e1t a ich d\u00f4kladnou anal\u00fdzou, a tak vyhodnocova\u0165 napr. vplyv zaveden\u00fdch legislat\u00edvnych zmien \u010di v\u00fdkyvy spotrebite\u013esk\u00e9ho spr\u00e1vania. V pr\u00edpade zmien, ktor\u00e9 maj\u00fa priamy dopad na infra\u0161trukt\u00faru \u2013 napr\u00edklad zmena koeficientu na papier v roku 2022 \u2013 je mo\u017en\u00e9 presne pos\u00fadi\u0165, \u010di priniesli \u017eelan\u00fd efekt a v\u00fdsledkom bol n\u00e1rast vytrieden\u00fdch mno\u017estiev, alebo naopak, i\u0161lo len o n\u00e1klad pre v\u00fdrobcov, bez toho, aby zmena priniesla \u017eiadan\u00fd v\u00fdsledok.<\/span><\/p>\n

Subjekty p\u00f4sobiace v slovenskom odpadovom hospod\u00e1rstve netrpezlivo o\u010dak\u00e1vaj\u00fa funk\u010dn\u00fd a modern\u00fd celo\u0161t\u00e1tny syst\u00e9m, ktor\u00fd bude nielen zbiera\u0165 \u00fadaje od subjektov p\u00f4sobiacich v odpadovom hospod\u00e1rstve, ale na z\u00edskavan\u00fdch \u00fadajov aplikuje syst\u00e9mov\u00e9 kontroly a vo vhodnej d\u00e1tovej \u0161trukt\u00fare zrozumite\u013en\u00e9 \u00fadaje potrebn\u00e9 pre riadenie odpadov\u00e9ho hospod\u00e1rstva. Odvtedy ENVI – PAK zabezpe\u010duje trieden\u00fd zber odpadov a jeho zhodnocovanie a recykl\u00e1ciu. 20. apr\u00edla 2016 Ministerstvo \u017eivotn\u00e9ho prostredia Slovenskej republiky udelilo spolo\u010dnosti ENVI – PAK autoriz\u00e1ciu na \u010dinnos\u0165 organiz\u00e1cie zodpovednosti v\u00fdrobcov pre obaly a s \u00fa\u010dinnos\u0165ou od 1. j\u00fala 2016 sa spolo\u010dnos\u0165 ENVI – PAK stala organiz\u00e1ciou zodpovednosti v\u00fdrobcov (OZV). ENVI – PAK je tak najdlh\u0161ie p\u00f4sobiacou organiz\u00e1ciou zodpovednosti v\u00fdrobcov (p\u00f4vodne opr\u00e1vnenou organiz\u00e1ciou) na Slovensku. Preto m\u00e1 najviac praktick\u00fdch sk\u00fasenost\u00ed, pri\u010dom know-how \u010derp\u00e1 aj od v\u00fdrobcov, ktor\u00ed maj\u00fa s riaden\u00edm syst\u00e9mov roz\u0161\u00edrenej zodpovednosti v\u00fdrobcov mnohoro\u010dn\u00e9 medzin\u00e1rodn\u00e9 sk\u00fasenosti. S\u00fa nimi Coca\u00a0 Cola,\u00a0 Nestl\u00e9,\u00a0 Henkel, Tetra\u00a0 Pak, P&G, Mattoni, Unilever a Mondelez.<\/span><\/p>\n

ENVI – PAK zabezpe\u010duje zber, zhodnocovanie a recykl\u00e1ciu odpadov z obalov a neobalov\u00fdch v\u00fdrobkov, financuje trieden\u00fd zber v obciach a mest\u00e1ch v Slovenskej republike v zmysle z\u00e1kona o odpadoch.<\/span><\/p>\n

OZV ENVI – PAK funguje na princ\u00edpe spolupr\u00e1ce v\u0161etk\u00fdch subjektov podie\u013eaj\u00facich sa na toku odpadov \u2013 od os\u00f4b uv\u00e1dzaj\u00facich na trh alebo do obehu obaly a neobalov\u00e9 v\u00fdrobky, cez obce a mest\u00e1, ktor\u00e9 s\u00fa zodpovedn\u00e9 za zavedenie trieden\u00e9ho zberu na svojom \u00fazem\u00ed, zberov\u00e9 spolo\u010dnosti, ktor\u00e9 zabezpe\u010duj\u00fa zber a dotriedenie odpadov, a\u017e po spracovate\u013eov odpadov, ktor\u00ed z vytrieden\u00fdch druhotn\u00fdch surov\u00edn vyr\u00e1baj\u00fa svoje v\u00fdrobky.<\/span><\/p>\n

ENVI – PAK sa u\u017e pri vzniku v roku 2003 stal \u010dlenom medzin\u00e1rodn\u00e9ho zdru\u017eenia organiz\u00e1ci\u00ed zodpovednosti v\u00fdrobcov PRO Europe, prostredn\u00edctvom ktor\u00e9ho z\u00edskava a na Slovensku implementuje medzin\u00e1rodn\u00e9 know-how. Organiz\u00e1cie zdru\u017een\u00e9 v PRO Europe prev\u00e1dzkuj\u00fa syst\u00e9my zberu, zhodnocovania a recykl\u00e1cie odpadov dlh\u00e9 roky. Preto s\u00fa pre spolo\u010dnos\u0165 ENVI – PAK zdrojom odpor\u00fa\u010dan\u00ed, ktor\u00e9 m\u00f4\u017ee na Slovensku vyu\u017e\u00edva\u0165 s t\u00fdm, \u017ee boli u\u017e overen\u00e9 a dobre funguj\u00fa vo vyspel\u00fdch eur\u00f3pskych krajin\u00e1ch s dlhou trad\u00edciou.<\/span><\/p>\n
