The Czech Republic is not among the countries where the fulfillment of these goals for municipal waste and packaging would be threatened. In Czech waste management, a hierarchy of waste management plans is established, which is based on the Waste Management Plan of the Czech Republic (POH \u010cR). The next level of the planning hierarchy is the waste management plans of the regions (Waste Management Plans of the Regions), which are based on the goals and principles of the Waste Management Plan of the Czech Republic.<\/p>\n

Until recently, the legal obligation for waste generators – municipalities from a certain amount of waste production to have a developed POH of the municipality, which was based on the objectives of the POH of the relevant region. This interconnectedness of the plans contributed to focusing the attention of the municipalities on the development of waste management and directing organizational efforts and investments to the preparation and implementation of measures to improve infrastructure, services and the awareness of residents about correct waste management practices. On the basis of the POH system, considerable financial resources from EU funds and national sources were also channeled into the development of waste management. The result is a high level of separate concentration of municipal waste for material use and use of packaging waste. He worked in state institutions, state administration and the private sector, for the last twenty years as a waste management consultant and owner and director of a consulting company.<\/p>\n

He has experience in the entire project cycle of preparation and implementation of investments in waste management, starting with feasibility studies through the EIA process, the design phase, securing financing, tendering and licensing equipment for operation. At the same time, he has experience in the preparation and implementation of strategies and plans for the development of waste management, especially for the municipal sphere and at the regional and national level. He is also dedicated to lecturing seminars and training in the area of waste management. He also used his experience when participating in several short- and medium-term foreign projects, especially in the countries of Central and Eastern Europe.<\/p>\n

\u010cesk\u00e1 republika se nenach\u00e1z\u00ed mezi zem\u011bmi, kde by pln\u011bn\u00ed t\u011bchto c\u00edl\u016f pro komun\u00e1ln\u00ed odpady a obaly bylo ohro\u017eeno. V \u010desk\u00e9m odpadov\u00e9m hospod\u00e1\u0159stv\u00ed je zavedena hierarchie pl\u00e1n\u016f odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed, kter\u00e1 vych\u00e1z\u00ed Pl\u00e1nu odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed \u010cesk\u00e9 republiky (POH \u010cR). Dal\u0161\u00ed \u00farovn\u00ed pl\u00e1novac\u00ed hierarchie jsou pl\u00e1ny odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed kraj\u016f (POH kraj\u016f), kter\u00e9 vych\u00e1z\u00ed z c\u00edl\u016f a z\u00e1sad POH \u010cR.<\/p>\n

Doned\u00e1vna byla pro p\u016fvodce odpad\u016f \u2013 obce od ur\u010dit\u00e9 velikosti produkce odpad\u016f stanovena z\u00e1konn\u00e1 povinnost m\u00edt zpracovan\u00fd POH obce, kter\u00fd vych\u00e1zel z c\u00edl\u016f POH p\u0159\u00edslu\u0161n\u00e9ho kraje. Tato prov\u00e1zanost pl\u00e1n\u016f p\u0159isp\u011bla k soust\u0159ed\u011bn\u00ed pozornosti obc\u00ed na rozvoj odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed a k nasm\u011brov\u00e1n\u00ed organiza\u010dn\u00edho \u00fasil\u00ed a investic pro p\u0159\u00edpravu a realizaci opat\u0159en\u00ed pro zlep\u0161en\u00ed infrastruktury, slu\u017eeb a pov\u011bdom\u00ed obyvatel o spr\u00e1vn\u00fdch postupech nakl\u00e1d\u00e1n\u00ed s odpady. Na z\u00e1klad\u011b soustavy POH byly tak\u00e9 do rozvoje odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed nasm\u011brovan\u00e9 zna\u010dn\u00e9 finan\u010dn\u00ed prost\u0159edky z fond\u016f EU i n\u00e1rodn\u00edch zdroj\u016f. V\u011bnuje se tak\u00e9 lektorov\u00e1n\u00ed semin\u00e1\u0159\u016f a \u0161kolen\u00ed na \u00faseku odpadov\u00e9ho hospod\u00e1\u0159stv\u00ed. Svoje zku\u0161enosti vyu\u017eil i p\u0159i \u00fa\u010dasti na v\u00edcero kr\u00e1tkodob\u00fdch a st\u0159edn\u011bdob\u00fdch zahrani\u010dn\u00edch projektech, zejm\u00e9na v zem\u00edch st\u0159edn\u00ed a v\u00fdchodn\u00ed Evropy.<\/p>\n
