Therefore, the European Waste Framework Directive (2008\/98\/EC) defines explicitly which waste treatment processes count as disposal (\u201cD\u201d) operations or as recovery (\u201cR\u201d) operations, respectively. Annex I and Annex II of the Directive give exhaustive lists of both types of treatment options.<\/p>\n

When it comes to waste incineration, this treatment can either count as \u201cD 10 Incineration on land\u201d, or as \u201cR 1 Use principally as a fuel or other means to generate energy\u201d. The latter one makes clear that any waste co-incineration that generates energy counts as recovery operation, such as the co-incineration of sewage sludge or waste wood in a coal-fired power plant. With regard to waste incineration of municipal solid waste, it contains, only in the form of a footnote, the infamous R 1 formula. This formula is used to classify existing as well as new waste incineration facilities dedicated to the processing of municipal solid waste as either D 10 or R 1 operation \u2013 a formula that has been much discussed ever since it came into force, and also before.<\/p>\n

She specialized in fluidized bed technology, with a Master Thesis on continuous CO2 adsorption in a fluidized bed reactor (1993) and a PhD Thesis on the pyrolysis of plastics in an internally circulating fluidized bed reactor (1998). From May to September 1993, she had an ERASMUS scholarship at EMSE Ecole des Mines de St. Etienne, France, where she joined a research project for waste water analysis.<\/p>\n

Since then, ENVI \u2013 PAK provides separate waste collection and recovery and recycling. On the 20th April 2016 the Ministry of the Environment of the Slovak Republic granted ENVI \u2013 PAK an authorization for the activity of producer responsibility organization for packaging and with effect from 1st July 2016, ENVI \u2013 PAK became the producer responsibility organization (PRO). ENVI \u2013 PAK is the longest-running producer responsibility organization (originally authorized organization) in Slovakia. Therefore, it has the most practical experience, and know-how also draws on manufacturers who have many years of international experience with the management of extended producer responsibility systems. These include Coca Cola, Nestl\u00e9, Henkel, Tetra Pak, P & G, Mattoni, Unilever and Mondelez.<\/p>\n

ENVI \u2013 PAK provides collection, recovery and recycling of waste from packaging and non-packaging products, it finances separate waste collection in municipalities in the Slovak Republic under the Waste Act.<\/p>\n

PRO ENVI \u2013 PAK operates on the principle of cooperation of all actors involved in the waste stream \u2013 from producers placing packaging and non-packaging products on the market or into circulation, through the municipalities responsible for providing separate waste collection on their territory, the collecting companies that provide collection and secondary sorting of waste, to waste recyclers who produce their products from secondary raw materials.<\/p>\n

ENVI \u2013 PAK has become a member of the International Association of Producer Responsibility Organizations PRO Europe since 2003, through which it acquires and implements international know-how in Slovakia. Organizations associated with PRO Europe have been using waste collection, recovery and recycling systems for years. That is why for ENVI \u2013 PAK they are the source of recommendations that can be used in Slovakia with the fact that they have already been verified and work well with a long tradition in well-developed European countries.<\/p>\n
