Once transposed, the directive will impose a number of new obligations on the bioenergy sector, such as biogas\/biomethane plants, biomass heating plants, and their supply chains, including compliance with sustainability criteria and greenhouse gas emission savings.<\/p>\n

The new RED III Directive introduces a number of other changes, such as a reduction in the sustainability criteria threshold for solid biomass from the original 20 MW to 7.5 MW (primary energy input) and other changes in the area of forest biomass, such as extending the scope of risk analysis for forest biomass and removing certain categories of biomass from supported sources (roots and stumps, industrial roundwood, cascade use rules). Other changes relate to stricter greenhouse gas emission savings, which will apply across the entire sector at a rate of 80%. This may pose a significant problem, particularly in the biogas sector, where energy crops are used to a large extent.<\/p>\n

Compliance with this legislation is ensured by voluntary systems such as the German SURE standard. Certification is carried out once a year by a selected certification company and ends with the issuance of a time-limited certificate.<\/p>\n

In the Czech Republic, the directive has already been almost fully transposed into the Act on Supported Energy Sources (reduction of the sustainability criteria threshold from 20 to 7.5 MW, including new limits for greenhouse gas emission savings). Pod novou sm\u011brnic\u00ed RED III p\u0159ich\u00e1z\u00ed dal\u0161\u00ed \u0159ada zm\u011bn jako je sn\u00ed\u017een\u00ed hranice pln\u011bn\u00ed krit\u00e9ri\u00ed udr\u017eitelnosti pro pevnou biomasu z p\u016fvodn\u00edch 20 MW na 7,5 MW (prim\u00e1rn\u00edho p\u0159\u00edkonu) a dal\u0161\u00ed zm\u011bny v oblasti lesn\u00ed biomasy jako je roz\u0161\u00ed\u0159en\u00ed rozsahu rizikov\u00e9 anal\u00fdzy pro lesn\u00ed biomasu, vyjmut\u00ed ur\u010dit\u00fdch kategori\u00ed biomasy z podporovan\u00fdch zdroj\u016f (ko\u0159eny a pa\u0159ezy, pr\u016fmyslov\u00e1 kulatiny, pravidla kask\u00e1dov\u00e9ho vyu\u017eit\u00ed). Dal\u0161\u00ed zm\u011bny se t\u00fdkaj\u00ed zp\u0159\u00edsn\u011bn\u00ed \u00faspor emis\u00ed sklen\u00edkov\u00fdch plyn\u016f, kter\u00e9 budou platit plo\u0161n\u011b pro cel\u00fd sektor ve v\u00fd\u0161i 80 %. To m\u016f\u017ee p\u0159edstavovat v\u00fdznamn\u00fd probl\u00e9m zejm\u00e9na u sektoru bioplynu, kde se ve v\u011bt\u0161\u00edm pod\u00edlu vyu\u017e\u00edvaj\u00ed energetick\u00e9 plodiny.<\/p>\n

Soulad s touto legislativou zaru\u010duj\u00ed tzv. dobrovoln\u00e9 syst\u00e9my, jako je nap\u0159\u00edklad n\u011bmeck\u00fd standard SURE. Certifikace se prov\u00e1d\u00ed jednou ro\u010dn\u011b zvolenou certifika\u010dn\u00ed firmou a skon\u010d\u00ed vyd\u00e1n\u00edm \u010dasov\u011b omezen\u00e9ho certifik\u00e1tu.<\/p>\n
