As materials move through the economy, a portion ultimately emerges as waste from households, businesses, and industrial activities. Sound waste management practices are essential not only for protecting human health and maintaining clean and attractive communities, but also for safeguarding ecosystems and preventing pollution of air, soil, and water. Over several decades, European waste policy has driven a significant shift away from the disposal of waste through landfill and other end-of-pipe solutions, promoting instead higher-value treatment options such as energy recovery and recycling, guided by the EU waste hierarchy.<\/p>\n

Growing concerns over resource scarcity, strategic autonomy, and supply chain resilience have heightened interest in the role of secondary raw materials within the European economy. As a result, increasing attention is being given to ensuring that materials currently discarded as waste can be recovered and returned to productive use, reducing dependence on virgin resource extraction and strengthening material security. To maximise the environmental and economic benefits of recycling, the quality of recovered materials is critical. High-quality recycling preserves material value, expands opportunities for closed-loop applications, and increases the likelihood that secondary materials can effectively substitute for primary resources, ideally several times throughout their life cycle.<\/p>\n

However, while recycling is an essential component of a more circular economy, there are practical limits to the extent that recycling alone can sustain current patterns of resource consumption. High-quality recycling should therefore be viewed as just one of several interconnected strategies for advancing sustainability and circularity. In the context of sustainable resource consumption, it is critical to recognise that material losses occur throughout value chains, that some products are difficult (or impossible) to recycle, and that energy is always required to collect and process materials. Therefore, achieving lasting sustainability also depends on effectively implementing other actions. These include reducing material demand, extending product lifetimes, enabling reuse and repair, improving resource efficiency, and designing products and systems that retain value for as long as possible. Working at Ireland\u2019s Environmental Protection Agency, he managed the National Waste Prevention Programme and later oversaw its transition into the national Circular Economy Programme.<\/p>\n

He worked with the European Environment Agency for a number of years, focusing on circular economy and waste, where he led the report \u2018Accelerating the Circular Transition in Europe\u2019, and developed the EEA\u2019s Circularity Metrics Lab.<\/p>\n

He later returned to Ireland as a sustainability advisory for a government ministry, guiding action and policy for the tourism, culture, and sports sectors.<\/p>\n

Recently, Shane commenced working again at the European Environment Agency on circular economy and waste issues. The EEA works through the European Environment Information and Observation Network (Eionet), which links national environmental agencies and experts across Europe. Spr\u00e1vne postupy nakladania s odpadmi s\u00fa nevyhnutn\u00e9 nie len na ochranu \u013eudsk\u00e9ho zdravia a udr\u017eiavanie \u010dist\u00fdch a atrakt\u00edvnych komunitn\u00fdch priestorov, ale aj na ochranu ekosyst\u00e9mov a na predch\u00e1dzanie zne\u010dis\u0165ovaniu ovzdu\u0161ia, p\u00f4dy a vody. Eur\u00f3pska politika v oblasti odpadov u\u017e nieko\u013eko desa\u0165ro\u010d\u00ed presadzuje v\u00fdrazn\u00fd odklon od zne\u0161kod\u0148ovania odpadov skl\u00e1dkovan\u00edm a in\u00fdmi koncov\u00fdmi rie\u0161eniami (\u201eend-of-pipe\u201c). Namiesto toho v s\u00falade s hierarchiou odpadov\u00e9ho hospod\u00e1rstva E\u00da podporuje mo\u017enosti zhodnocovania s vy\u0161\u0161ou pridanou hodnotou, ako s\u00fa energetick\u00e9 zhodnocovanie a recykl\u00e1cia.<\/p>\n

Rast\u00face obavy z nedostatku zdrojov, potreba strategickej auton\u00f3mie a odolnosti dod\u00e1vate\u013esk\u00fdch re\u0165azcov zv\u00fd\u0161ili z\u00e1ujem o \u00falohu druhotn\u00fdch surov\u00edn v eur\u00f3pskom hospod\u00e1rstve. V d\u00f4sledku toho sa \u010doraz v\u00e4\u010d\u0161ia pozornos\u0165 venuje zabezpe\u010deniu toho, aby materi\u00e1ly, ktor\u00e9 sa v s\u00fa\u010dasnosti vyhadzuj\u00fa ako odpad, mohli by\u0165 zhodnoten\u00e9 a vr\u00e1ten\u00e9 do v\u00fdrobn\u00e9ho procesu. T\u00fdm sa zni\u017euje z\u00e1vislos\u0165 od \u0165a\u017eby prim\u00e1rnych zdrojov a posil\u0148uje materi\u00e1lov\u00e1 bezpe\u010dnos\u0165. Pre maximaliz\u00e1ciu environment\u00e1lnych a hospod\u00e1rskych pr\u00ednosov recykl\u00e1cie je k\u013e\u00fa\u010dov\u00e1 kvalita zhodnoten\u00fdch materi\u00e1lov. Vysokokvalitn\u00e1 recykl\u00e1cia zachov\u00e1va hodnotu materi\u00e1lu, roz\u0161iruje mo\u017enosti pre aplik\u00e1cie v uzavretom cykle a zvy\u0161uje pravdepodobnos\u0165, \u017ee druhotn\u00e9 suroviny dok\u00e1\u017eu efekt\u00edvne nahradi\u0165 prim\u00e1rne zdroje \u2013 ide\u00e1lne nieko\u013ekokr\u00e1t po\u010das svojho \u017eivotn\u00e9ho cyklu.<\/p>\n

Hoci je recykl\u00e1cia nezastupite\u013enou s\u00fa\u010das\u0165ou intenz\u00edvnej\u0161ieho obehov\u00e9ho hospod\u00e1rstva, existuj\u00fa praktick\u00e9 limity toho, do akej miery dok\u00e1\u017ee samotn\u00e1 recykl\u00e1cia udr\u017ea\u0165 s\u00fa\u010dasn\u00e9 vzorce spotreby zdrojov. Vysokokvalitn\u00e1 recykl\u00e1cia by sa preto mala ch\u00e1pa\u0165 len ako jedna z viacer\u00fdch vz\u00e1jomne prepojen\u00fdch strat\u00e9gi\u00ed na presadzovanie udr\u017eate\u013enosti a cirkularity. V kontexte udr\u017eate\u013enej spotreby zdrojov je k\u013e\u00fa\u010dov\u00e9 uvedomi\u0165 si, \u017ee k strat\u00e1m materi\u00e1lu doch\u00e1dza v celom hodnotovom re\u0165azci, \u017ee niektor\u00e9 v\u00fdrobky je \u0165a\u017ek\u00e9 (alebo nemo\u017en\u00e9) recyklova\u0165 a \u017ee na zber a spracovanie materi\u00e1lov je v\u017edy potrebn\u00e1 energia. Dosiahnutie trvalej udr\u017eate\u013enosti preto z\u00e1vis\u00ed aj od \u00fa\u010dinn\u00e9ho zav\u00e1dzania \u010fal\u0161\u00edch opatren\u00ed. Medzi ne patr\u00ed zni\u017eovanie dopytu po materi\u00e1loch, predl\u017eovanie \u017eivotnosti v\u00fdrobkov, umo\u017enenie ich op\u00e4tovn\u00e9ho pou\u017eitia a opr\u00e1v, zvy\u0161ovanie efekt\u00edvnosti vyu\u017e\u00edvania zdrojov a navrhovanie v\u00fdrobkov a syst\u00e9mov, ktor\u00e9 si zachov\u00e1vaj\u00fa hodnotu \u010do najdlh\u0161ie. Spolu s vysokokvalitnou recykl\u00e1ciou bud\u00fa tieto opatrenia tvori\u0165 z\u00e1klad cirkul\u00e1rnej a odolnej\u0161ej ekonomiky.<\/p>\n

Viedol vypracovanie spr\u00e1vy \u201eAccelerating the Circular Transition in Europe\u201c (U\u00fdchlenie prechodu na cirkul\u00e1rne hospod\u00e1rstvo v Eur\u00f3pe) a vyvinul platformu EEA pre monitorovanie cirkularity (Circularity Metrics Lab).<\/p>\n

Nesk\u00f4r sa vr\u00e1til do \u00cdrska, kde p\u00f4sobil ako poradca pre udr\u017eate\u013enos\u0165 na ministerstve, kde usmer\u0148oval opatrenia a politiky pre sektory cestovn\u00e9ho ruchu, kult\u00fary a \u0161portu.<\/p>\n
